About Tom Taylor
Tom has over 16 years’ experience in the construction industry and works frontline, tackling complex and high-value claims on some of the world’s highest profile energy, aviation, civil engineering and oil and gas projects. He has undertaken cost management and claims preparation for a variety of employers throughout the UK and internationally.
More recently, he has been instructed as an expert witness in over 100 contentious matters of varying size and value, both domestically and internationally. Tom’s recent international arbitration experience includes major projects in Africa, Europe, the Middle East and Australia. His recent domestic appointments include work on termination claims, final account disputes, defect and professional negligence claims and other construction valuation issues.
Tom is a chartered quantity surveyor and a Fellow of the Chartered Institute of Arbitrators. He holds the Civil Expert Witness qualification from Cardiff University Law School, a Bachelor’s degree in Finance, and Master’s degrees in Construction Law and Quantity Surveying. He has been appointed by public and private clients, contractors, and subcontractors in litigation, international arbitration and other alternative dispute resolution fora, both abroad and in courts in the UK, including the Technology and Construction Court (TCC). Tom has testified and been cross-examined as both a party-appointed and single joint quantum expert.
Coming from a subcontractor background, Tom recognises that his advice and opinion need to be concise, practical and proportionate. Whilst he has devised and led significant sampling and audit exercises and undertaken de-duplication exercises across massive data sets, his focus is on producing clear and effective work product that tackles the key issues, which is of particular value to clients.
Tom is recognised as a Global Leader amongst both Construction Expert Witnesses and Quantum, Delay and Technical Experts. Who’s Who Legal says that Tom is a "meticulous, detail-oriented and highly motivated expert with an excellent grasp of case mechanics". Peers and clients say that Tom “works incredibly hard”, “has a forensic approach to matters and leaves no stone unturned”.

Tom Taylor has been a managing director and forensic expert witness at SOCOTEC Advisory since 2022. Prior to this, he was a managing director, director and associate director at Base Quantum, which was acquired by SOCOTEC in 2022. He has previously worked for companies such as Hill International and Systech International.
