About Thomas Walters
Thomas is a skilled commercial and construction claims practitioner with 15 years’ experience in the industry across the UK and the Middle East. He has a strong background in dispute resolution and preparing and defending construction claims.
Throughout his career, Thomas has worked for both main contractors and consultants, with experience on a variety of projects, including retail fit-out, rail, metro and large-scale construction on major state schemes. He is knowledgeable in several forms of contract, such as JCT, FIDIC and other bespoke forms.
Since joining SOCOTEC Advisory, Thomas has assisted named experts in international arbitrations, concerning oil and gas and airports. This involved the analysis of counterclaims (critical delay costs, additional design and backcharges), and costs arising from termination. He has also assisted named experts in domestic litigation and adjudications - which involved providing quantum analysis of variations and contract abatements - and the preparation of delay and disruption quantum claims. More recently, Thomas has been instructed as expert witness in domestic insurance matters and as expert advisor in adjudication proceedings.
Thomas is a Member of the Chartered Institute of Arbitrators and a Member of the Chartered Institute of Civil Engineering Surveyors, holding an honours degree in Quantity Surveying, an LLM in Construction Law and Adjudication, and a Diploma in Adjudication in the Construction Industry.

Thomas Walters has been an associate director at SOCOTEC Advisory since 2022. Prior to his current position, Thomas was associate director at Base Quantum, which was acquired by SOCOTEC in 2022. He has previously worked for companies such as Multiplex, Atkins, Simpson (York) Ltd, MSS Clean Technology Ltd and Faithful + Gould.
